1. Can ICTs be innovatively used in the absence of minimum literacy levels among the poor? Information communication technologies (ICT) cannot be used in the absence of minimum literacy levels among the poor. I will argue my point based on the following aspects: The age of Technology versus illiteracy, the lack of orientation by ICT service providers, the remoteness of the area which limit access to new ICT development. Technological development are increasing on daily bases and come with jargon and terminology that requires one to have an understanding of what it entails. The use of technology in the current era requires an understanding in terms of the features of that particular ICT item. Failure to understand that, that can mean an individual can only use certain feature of the ICT item not because he/she intend so, but due to lack of operating the item itself. The simple example could be referred to a blackberry cellphone; there are people with high literacy levels that still struggle to use the blackberry touch to the maximum level that they could reach. This is not only limited to blackberry but take into consideration the computers, tabloid etc. These calls for the next point which is the lack of orientation by ICT service providers. Service providers in the field of ICT play their role in terms of ensuring that their clients are accustomed with the ICT item sourced and are able to make use of it. They achieve this by ensuring that the user guide manual is included in the package itself. Manuals are written in English and some have more than 10 pages. Therefore this alone proves that an illiterate person will never be able to interpret the information and apply activities as per instructions set. Therefore I can conclude that any ICT service provider that does not provide a room for user-friendly systems for illiterate people only has an interest in a particular group. This brings the next point which is the gap between people and access to ICT items....
