I. Abstract:
The report examines many reasons which caused low literacy rate and some projects which have been done to improve it in India. It is clear that the literacy rate is growing but India still has a low number of literates compared with many countries in Asia. The report investigates the reasons for this trend. The key findings are that teachers are lack ability to teach, lack responsibility and there are not enough teachers in India. In addition, gender discrimination is one reason that kept children, especially girls out of schools. Moreover, child marriage also limit the children’s education. Furthermore, children have less opportunities to study at schools because of child labor in India. Finally, although some programs are conducted, low literates still exist. It is recommended that The Department of Education should solve some problems which limit the number of students in schools. II. Introduction:

Literacy plays a key role in estimating the development level of a nation. Literacy rate is the percentage of people who are over fifteen years old can read and write. Some developing countries such as Bangladesh, Nepal, Laos and India are trying to increase literacy rate. India is a country that has improved their literacy rate tremendously in the last decade. However, India’s literacy is still lower than many countries. According to CensusIndia (2011), the literacy rate is 74.04%, literate males is 82.14% and literate females is 65.46%. Despite high percentage of male’s literacy rate, women seem to have a low rate. Purpose:

Improving the rate of literacy is what The Department of Education concerned. The purpose of this report is to investigate the current levels of literacy, some problems which affect India’s literacy, and current projects on improving literates. The findings will then be used to make some recommendations to the Department of Education on how to further increase literacy rates. III. Findings:

1. The shortage of qualified, responsible and present teachers: The issues of India is the shortage of teacher. As a consequence, people have less opportunities to study. In fact, “the national average is about one teacher to every 34 students, but in states such as Jharkhand, Madhya Pradesh and West Bengal one teacher works with more than 60 students” (UNICEF, ‘Education’ n.d.). In addition, Unicef (n.d.) states that the absence of female teachers is also a problem. To illustrate, female teachers teach more patiently than male teachers, especially in primary education. The increase of female teachers also contributes to grow more girls to school. Because school girls have to cope with social and culture barriers that keep girls out of schools, and female teachers understand deeply about girls than male teachers. Consequently, it is easier for female teachers to persuade girls to go to schools. Moreover, lack of minimum qualifications to teach students is an issue. One in five primary schools has teachers who cannot ensure that children have the right to quality (Unicef, ‘Education’ n.d.). Finally, according to Naseem & Anas (2011) , the shortage of innovation in teaching and irresponsibility results in less children in school. Students who are at schools feel bored with old method, so they do not want to come to classes. 2. Gender discrimination:
